Dangote Refinery’s PMS Supply Will Crash Petrol Prices — IPMAN

The Independent Petroleum Marketers Association of Nigeria (IPMAN) has expressed confidence that the direct supply of Premium Motor Spirit (PMS) from the Dangote Petroleum Refinery will significantly reduce petrol prices across the country, even as the refinery prepares to commence free product delivery to marketers from January 2026.


IPMAN, which controls over 80 per cent of Nigeria’s PMS retail outlets, also urged its members nationwide to prioritise patronage of the Dangote Refinery, describing its petrol products as the most affordable currently available to marketers.


In a statement signed by its National President, Alhaji Abubakar Maigandi Shettima, the association welcomed a recent agreement under which the Dangote Refinery will begin the direct supply of PMS to registered IPMAN members across Nigeria.


Speaking at a press conference in Abuja on recent developments in the oil and gas sector, Shettima said the partnership between IPMAN and Dangote Refinery would strengthen product availability, eliminate supply gaps, and further stabilise petrol prices nationwide.


“The association has the highest percentage of the PMS downstream supply chain, controlling over 80 per cent of the retail market. We therefore declare that there will be no gap or scarcity in PMS supply to Nigerians,” Shettima stated.


He described the planned free delivery of PMS to IPMAN filling stations nationwide as a major milestone that would ease logistics costs and translate directly into lower pump prices for consumers.


“We are excited about the agreement by the Dangote Refinery to begin direct supply of PMS products to registered IPMAN members, with free delivery to our filling stations anywhere in Nigeria commencing in January 2026. This will certainly lead to further reductions in pump prices at our outlets,” he said.


Shettima consequently called on IPMAN members across the country to prioritise the Dangote Refinery when sourcing petrol, noting that the refinery already offers the most competitive pricing in the market.


Beyond pricing, IPMAN also commended the Chairman of Dangote Petroleum Refinery, Alhaji Aliko Dangote, for what it described as consistent support for the Federal Government’s petroleum sector reforms, particularly the regular downward adjustment of petrol pump prices.


The association reaffirmed its confidence in the oil and gas policies being implemented by the Federal Government, stressing that sustained collaboration among stakeholders remains crucial to the sector’s stability.


“At IPMAN, we have no doubt about the viability of the oil and gas policies being initiated by the Federal Government. We have consistently called for enhanced cooperation across all levels of governance in the sector,” Shettima said.


He added that IPMAN’s long-standing advocacy for deeper domestic refining aligns with the Dangote Refinery partnership, which he said is aimed at improving the living conditions of Nigerians through steady and affordable fuel supply.


Shettima attributed the success of the emerging partnership to the leadership of President Bola Ahmed Tinubu, particularly his decision to reposition regulatory institutions through changes in the leadership of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) and the Nigerian Upstream Petroleum Regulatory Commission (NUPRC).


The IPMAN president reiterated the association’s opposition to continuous fuel importation, describing it as an unsustainable model that drains foreign exchange, distorts market dynamics, destroys jobs, and discourages investment.


While congratulating the newly appointed heads of oil and gas regulatory agencies, IPMAN also reminded the authorities of outstanding bridging claims owed to its members, estimated at over ₦190 billion.


“We specifically call on the new leadership of the NMDPRA to treat this debt with urgency as he assumes office,” the association said.
