Kosofe LG chairman blocked from sanctioning whistleblower councillor

The Lagos State High Court has restrained Kosofe Local Government Chairman, Moyosore Ogunlewe and council leaders from disciplining a councilor, David Olugbenga Samuel, who exposed alleged ₦100m fraud. 


The court, presided over by Justice Olufunke Sule-Amzat issued the interim order pending further hearing.



The High Court of Lagos State has issued an interim injunction restraining the Chairman of Kosofe Local Government Legislative Council, Moyosore Ogunlewe, and the council’s leadership from taking disciplinary action against Councillor David Olugbenga Samuel of Anthony Village.  


Justice Olufunke Sule-Amzat granted the order on March 10, following an ex parte application filed by Samuel in suit number LD/21415MFHR/2026. 


The ruling prevents the council from suspending, expelling, or withholding benefits from the councillor, who accused the council leadership of financial misconduct.  


Samuel, alongside two other councillors, had petitioned the Lagos State House of Assembly in December 2025, alleging that Ogunlewe undermined democratic processes by appointing what he termed shadow councillors, withholding allowances, and misappropriating a ₦100 million empowerment fund.  


The councillor further claimed he faced intimidation and a politically motivated sexual harassment petition aimed at tarnishing his reputation. 



Justice Sule-Amzat also restrained the Nigeria Police Force from arresting or detaining Samuel over the harassment allegation, noting that the matter is already under investigation by the Force’s CID Annex in Ikoyi.  


The case has been adjourned to March 17, 2026, for further hearing.
